Is Russia furthering its strategic interests by facilitating and supporting the construction of the Ostrovets nuclear power plant in Belarus? Giedrius Česnakas and Justinas Juozaitis believe so. For example, they suggest that this project is not only enabling Moscow to increase its foothold in Belarus, but also undermine competing EU plans and regional energy projects in the Baltic.
